RQAW ushered the project through INDOT’s historic bridge project development process and worked with consulting parties, state agencies, and federal agencies to replace the existing reinforced concrete arch structure with a very similar cast-in-place reinforced concrete arch bridge and to rehabilitate the stone walls and dam remnants according to the Secretary of the Interior Standards for Rehabilitation. This work resulted in avoidance of a lengthy and costly “Adverse Effect” finding and individual Section 4(f) finding to the historic bridge, Indianapolis Park and Boulevard System Historic District, Garfield Park, and Pleasant Run Greenway Trails. The project was able to stay on schedule and save approximately $20,000 in additional fees through the “No Adverse Effect” finding and the exempted temporary no-use Section 4(f).
